50 names of indian swiss account holders given to indian government by german government

The Indian government had recieved names of 50 account holders in swiss bank , infact of recieving the name and taking harsh action. the governemtn secretly sent letters to them demanding 20% and getting of with it. Is this what they can do ?? On being asked the name the government has denied publishing the names , what a shame, pure scam ??
